"bin/local_nets.boulder" "r" no such file

Subject: "bin/local_nets.boulder" "r" no such file

 I copied "local_nets.boulder" in bin directory. when i run flowscan it gives error 

Loading "bin/local_nets.boulder" ...
open "bin/local_nets.boulder", "r": No such file or directory
Compilation failed in require at (eval 6) line 2.
BEGIN failed--compilation aborted at (eval 6) line 2.

can anyone  help.
