You can install the package manually and you don't need to compile anything.
1. Download http://search.cpan.org/CPAN/authors/id/A/AM/AMW/ConfigReader-0.5.tar.gz
2. Extract it and copy the files to your perl tree. They need to be in a directory called "ConfigReader". I run RedHat 8.0 with perl 5.8.0 so mine are here:
/usr/lib/perl5/site_perl/5.8.0/ConfigReader
/usr/lib/perl5/site_perl/5.8.0/ConfigReader/Values.pm
/usr/lib/perl5/site_perl/5.8.0/ConfigReader/DirectiveStyle.pm
/usr/lib/perl5/site_perl/5.8.0/ConfigReader/COPYING.LIB
/usr/lib/perl5/site_perl/5.8.0/ConfigReader/Spec.pm
/usr/lib/perl5/site_perl/5.8.0/ConfigReader/README
/usr/lib/perl5/site_perl/5.8.0/ConfigReader/ConfigReader.pod
Your perl version and file system location may be different. Just look to see where your other perl modules are (try searching for files *.pm).
